I thought no one wanted a black guy. How come you have sex at all?

Though condoms are very effective for preventing the transmission of HIV, you could still get HIV when using a condom (using it incorrectly, not using the right kind/amount of lube, etc.). The risk of sexually transmitted infections is the price of admission for being a sexually active adult. The best way to protect yourself is to use condoms and to talk about your status with your partner(s), and get tested regularly. If you're still freaked out, go on PrEP.

I do get tested regularly so much that in the past I was banned from doing HIV tests for some months at a sexual health clinic. As I was doing them too much. The person said they were HIV negative also

If you're really that paranoid about safety, here are 2 options: (i) abstain from sex until you find someone who's HIV neg and STI-free with confirmatory documentation (and hopefully someone who will not cheat behind your back); or (ii) if you must engage in anal sex, use 2 layers of condoms and avoid any physical contact with the person (i.e., no kissing, use gloves to lubricate the anus if you're the top, etc.). At bottom, however, there are always going to be risks when we engage in anything.

Thats not a good advice, the friction between the 2 condoms might break them.

It is NOT 100% "safe". There is always a risk involved. Even straight sex can include a risk of STDs.

You must do a risk assessment. Such information is available online. Then weigh your risk against benefit.

You may not want to accept the risk. Then do not have the sex. Just so long as you're making an informed decision.

How often could you possibly be getting tested to get banned from getting tested?

I knew you were a greedy little bottom. If you're really worried, stop doing anal and switch to oral, because anal is really risky even with a condom. If the top really goes for it, that's just a thin piece of plastic.
