    Oh, I know we're not supposed to judge people by appearance, but seeing the person pushing that bill, my hind-brain screams "Repressed pedophile who wants others not yet caught to have direct access to children's genitalia". What it *doesn't* scream is "sincerely concerned person who, though deluded as to actual risks, actually thinks this will make things safer"

    Republicans hate nonwhites, nonchristians, gays, refugees, migrant workers, non English speakers, single mothers, minimum wage earners, liberals, journalists, above average intelligence, the homeless, evolution, wildlife, forests, women's rights... Their latest target, trans youth.

    What they like are guns, white supremacy, and absolute authority over women's wombs. I think it's clear that the GOP have become the most violent extremists in this country.

    I doubt that it will happen. Implementing it would require having an entry room which students would have to pass before entering the rest room to have their genitals inspected and the construction costs would be significant. Presumably the inspection could be done by video and if the student's genitals passed inspection, the inspector, at the viewing screen, would press a button to allow the student to enter the rest room.

    Since parents have already forced schools to stop requiring students to shower after gym classes, it seems unlikely that they would be comfortable having their kids genitals inspected before entering rest rooms.

    WHAT'S TRUE: Virginia lawmaker Mark Cole proposed controversial HB663, which in part legislates the use of bathrooms based on "anatomical sex" in public schools; the bill appeared to be aimed at transgender individuals (including children).

    WHAT'S FALSE: Cole's proposal explicitly stated children would be subject to "genital checks."

    WHAT'S Undetermined: How Cole envisioned the "school" stipulation to operate; under what circumstances and by whom verification of genitals would be performed.

    ...The item in question was titled "HB663: Use of restroom facilities; penalty," and its relevant changes were highlighted in yellow, pre-filed on 11 January 2016, and offered on 13 January 2016. The changes, sponsored by Cole, read:

    A. For purposes of this section, "anatomical sex" means the physical condition of being male or female, which is determined by a person's anatomy.

    B. Local school boards shall develop and implement policies that require every school restroom, locker room, or shower room that is designated for use by a specific gender to solely be used by individuals whose anatomical sex matches such gender designation. Such policies may also provide that a student may, upon request, be granted access, to the extent reasonable, to a single stall restroom or shower, a unisex bathroom, or controlled individual use of a restroom, locker room, or shower.

    C. Any student who willfully and knowingly violates this section shall be liable for a civil penalty not to exceed $50. Civil penalties assessed under this section shall be paid into the Literary Fund. Any law-enforcement officer may issue a summons regarding a violation of this section.
