Just because they lifted a ban means they are promoting gay rights?

It means that to the news source www.christiantimes.com and their typical audience, Republicans.

Now each Vietnamese citizen will be able to marry three-headed elephants.

great news, I read somewhere that they allow gay marriages now?? or gays can have legal same sex union?? It could only boost their economy and attract more LGBT travelers!

What I read was that it falls just short of equally with regard to property rights but that essentially the ban against marriage no longer exists. Seems they were going to go full equality but then pulled back at the last minute to transition towards equality. So not complete but significant and in the right, um, I mean left direction.
