Like they^^said, no such thing as spot reducing (short of cosmetic surgery). But reading your profile, it sounds like you're mostly into aerobic exercise and very little weight lifting. The problem you have is you too little muscle on your frame to look good at a low body fat percentage. Assuming you're continuing to lose weight doing what you did to get to 160, just keep at it until you've got the flat belly. I wouldn't go for a six-pack at your age but straight sides and flat belly are plenty. But if a low fat % makes you look like a skeleton, well, that's lack of muscle. Keep doing what you're doing and start working out with weights, especially chest, shoulders, back and arms. You may find the additional exercise will help the weight come off and at that point, you can start sculpting the upper body that looks right at that weight, though it is hard to gain muscle mass while losing weight. Get a very good protein drink and add significantly to your protein intake (28 grams of protein and no more than 150 calories per shake) and have your testosterone checked by your doctor to make sure you're in the proper range. And you'll need some healthy fats for the test to grow the muscles so check into that. I'm not suggesting you turn bodybuilder, just gain some mass until you like the look, though you'll have to learn the tricks of a bodybuilder to do it.
