I'm stunned how ignorant Gay men can be. "Co-sponsored by the Los Angeles LGBT Center and APLA Health and introduced by Assemblymember Mike A. Gipson (D-Carson), AB 2640 will ensure high-risk HIV-negative individuals receive information about methods that reduce the risk of contracting HIV, including PrEP and PEP, during HIV post-test counseling.

    Nothing about being mandatory!

edit: I remember you! You changed your screen name, but the pics are the same. You are anti-PrEP.........and anti-truth. I guess you don't have many friends in SF, considering your rhetoric.

Why not mandatory? Immunizations are mandatory now. The whole nation should be on PRep to be safe , right?

As much as I would like to see every negative person on PrEP and every POZ person on ART, there is always the right not to. It is not an immunization, it's long term therapy. And if it was made a law for "gay men" it would, on the face of it alone, be discriminatory.

This is another compare and contrast of how California vs Florida differ in the treatment of HIV/AIDS. And FL and Miami are LOSING badly.

The cities of CA (LA, San Francisco, San Diego and others) are achieving a good start to ENDING HIV by 2030. San Francisco is down to 255 new cases of HIV last year. Another 17% decline over last year, and a decline every year for at least the last 5. The health departments know the science and encourage it. PrEP and TasP work.

Art Deco still seems to think it's voodoo science apparently. His Floridians seems to agree with him. Miami is up ANOTHER 25% last year. Florida and all of it's major cities have an increase. Miami is #1 for new HIV infections, and the state is also #1. Broward County and Wilton Manors are equally up. In the gay community, in 2016, that is inexcusable.

Art Deco insists condoms are the sole legitimate 'safe sex' strategy and that people who use PrEP and TasP have a bareback agenda. The only agenda is to prevent HIV as much as possible for EVERYONE. Those who use condoms or not. You can not have an agenda with a majority, as most people already don't prefer or use condoms. I would be great if they all did use condoms, it does decrease HIV and STIs. If you are negative and don't wish to use PrEP definitely use condoms. Or find an undetectable BF, but many just can't make that adjustment.

The more people like Art Deco who stigmatize those on PrEP and TasP, by either denying the medical science or falsely misjudging their intended use, the more people will become infected. if condoms were the answer AIDS would have been over in 1993.

"The only large longitudinal study of condom efficacy in gay men was published back in 1989. Its findings were affected by the sexual risk behaviour paradox we noted above. The Multi-AIDS Cohort Study (MACS), the oldest HIV cohort study in the world, found that, amongst 2914 initially HIV negative gay men, the six-month incidence rate in men who claimed 100% condom use was 0.7% and amongst men who never used condoms it was 2.9%. This yields a condom efficacy of ‘never’ versus ‘always’ of approximately 70%, somewhat lower than that seen in studies in heterosexuals, probably because anal sex is less forgiving of occasional exposure."

    http://www.aidsmap.com/Do-condoms-work/page/1746203/

These are real numbers, not confidence numbers. in 6 months 3 people became positive using condoms "always". 6 in a year hypothetically if not more because the pool is smaller. By 1998 it would have been 60 Gay men who were infected with HIV who "always" used condoms, 120 by 2008 and 240 by 2018. That is assuming it would be linear rather than exponential. Remember that only 2914 people are in that study group. But 2914 is a high number for a statistical study. Now x 1000=240,000. It is estimated there are 1.2 million people in the US with HIV. A pretty good chunk of that is from "condoms always".

A study like that today would be unconscionable. You couldn't give one group condom only and another group PrEP only.

Art Deco arguing I have a bareback "agenda" is ludicrous. If anything I think condoms aren't enough. This reliance on cheap condoms is affecting the poor, youth and minorities who can not access PrEP. The CDC says 1 in 4 gay men should be on PrEP. In some cities it is given out for free after blood tests and a Dr. visit. Until that is common place HIV numbers will increase, especially in the South, especially in Florida...........especially in Miami where republicans prevent progress.

Finally you admit to the 70% figure is your interpretation as I thought all along. I am not going to speak for Art Deco, but for me Prep is a great tool for those who are not willing/able for whatever reason, should take Prep. However by promoting Prep as a panacea and belittling those people who believe condoms are their choice of HIV prevention never mind your will fill manipulation of statistics from various studies you handpick according to your perception that they prove statements you make about you personal beliefs. I have continually questioned the unwillingness to consider a wider range of options as their is a real danger that a culture of ignorance of the health risks of BB sex and of contracting HIV. If you believe that the way forward to improved sexual health is to embrace and re-enforce behavior's which led to the epidemic becoming as devastating as it did during the 80's.

If everyone accepted your philosophy of accommodation of what some of the excesses inherent in our community in larger numbers than heterosexuals, which is in effect endorsing what is for many Gay men, self destructive risk taking behaviors around excessive sexual risk taking, substance misuse and often exacerbated mental health issues would continue to plague Gay men at much higher rates than heterosexuals.

Try to understand that there needs to be a more open discussion about what would be gained by promoting Prep to people not in the highest risk categories, unless your actually agree with me that high risk excesses are the currently perceived norm in the Gay Community of what should be aspired to in order to be accepted by our peers. Prep is an opportunity to eliminate HIV and backed up by men already POZ having the opportunity to become very low of HIV transmission to others, but it's fool hardy not to address attitudes towards sex and not just dismiss such ideas as being moralizing religious interference and recognize that there are many that are concerned in our own community who are looking at these issues from genuine concern for how these new developments in science to be used to make community wide sexual Health, but these scientific breakthroughs could also become a tool for entrenching and worsening sexual health. I hope people reading this start to understand that people who call for personal responsibility for our sexual health and developed through a willingness to honestly address why many of our relationships end sooner and the rates of which gay men acquire S Ti's not just HIV, our mental health, substance misuse. If we the people in our community take the step admitting that their are still higher rates of all the indicators of dysfunction and not take such a call as some sort of personal affront, we can own the debate and reach conclusions which are more widely accepted and be able to develop strategies which address our issues instead of the inevitable conclusion of the religiously dogmatic taking over the debate of how we move forward. It's frustrating that we still can't move past a siege mentality where we lock down deb ate or site the problems other groups in society have which is basically saying let's just point elsewhere and move everything to the lowest common denominator which gets us no where. Thank goodness this generation of youngsters do fell bound to behave like their older peers, maybe change is possible

Prep use in real life conditions including all people who being the medication regime is 41% which is much less proficient.

Of course if you wish to be scientific with being selective then the stats are Condoms 98% and Prep 92%

You contract with Gilead won't allow that i guess
