    This is not a final decision. The court affirmed a temporary injunction, prohibiting the owner from closing off the (previously open) access across his property to the beach. This was because the court ruled that California law required the property owner to apply for a permit from the Coastal Commission before he could close the beach access. He could still apply for a permit, and the Commission could conceivably grant it. There is a separate lawsuit going on to have the beach access declared a "prescriptive use," because it had been used by the public for many years. There is no decision in that other lawsuit.
