I guess in Betty Price's warped Republican mind if you lock people up then that DOES solve the issue of medical access. Patients no longer have need for access, they are confined to die. And if you think quarantine helps with getting access, because the health system has patients all rounded-up for treatment, then you are indeed drinking the Kool Aid.
The problem in Georgia, and many Red states, is insufficient resources dedicated to the HIV/AIDS population. Why would anyone think isolation would increase those resources? On the contrary, the sick would be hidden away, out of sight and out of mind, like the mentally ill and elderly have been, and Republican politicians could divert even more money to "essential priorities" (aka tax breaks for the 1%).

Making his wife's motivations in wanting to isolate HIV/AIDS patients like criminals, rather than treating them, and not introducing education programs to more effectively stop the spread, all the more suspect on her part. Gotta save the public purse, yah know, for the welfare of billionaire campaign donors, and also for herself and her greedy husband.
So by innuendo she scares the general public into equating HIV/AIDS with things like the highly contagious and deadly Ebola virus. If quarantining might be considered for these people, by inference the risk of getting HIV from them must be pretty high.
