Chances are that either:
a) you are uncut (which doesn't seem likely since you appear to be an American living in the midwest where everyone is cut)
b) because of your young age, the head of your penis has not yet developed a rough, thick layer of dead skin to protect it. This is called "keratinization" and 20 or 30 years after a guy is circumcised, keratinization has developed to the point that most if not all sensitivity on the head of the penis is gone. This only happens to cut guys.
This is strange. Since you are in Germany, I suppose you are uncut (like most of the European guys). If this lack of sensitivity doesn't bother you, then no big deal, but if it does, you should probably see a doctor, because uncut guys (assuming you are uncut) have a lot of sensitivity.

if this happened all of a sudden you might have contracted some sort of STD, and you should have it checked out.
personally, my CUT cockhead has always been really sensitive, especially during oral sex (even though it's 32 years old and according to whats-his-nuts up there, has long ago turned into a fingernail.)
I find that I just have to tell the person sucking me off to take it easy on the head...they usually understand and can adjust the pressure...deep throating sometimes helps too cause there's not as much direct pressure on the top of the head.
