    Caslon,

In Asia, we have a vending machine (just like coke or other drink in the West) where you can buy filtered water for a couple of cent. Most of our water are not fit for drinkng due to pipe corosion, and pollution. I only drink those filtered water only. I get sick if I drink water straight from the pipe .

Then what are the assertions quality tests supposed to indicate?

It's pretty common to see that signs too in public restrooms. In UAE, tap water is just derived from sea water (Desalination, thanks, lilTanker --no pun intended for the H2O tank part. HA!) which makes it only ideal for washing, bathing, laundry, watering plants, etc. Most likely, the testing is for salt level filtrants.
No wonder drinking water is much more expensive than petrol in this side of the globe.

the english translation is a little exaggrated. in the original text, there are no such these things: '' checked directly'' , ''independent company quarantee''
