Census Figures For Same-Sex Couples

    It kinda makes me crazy, there have to be millions of gays in this country and potentially dozens of millions (not a real word) but you know what I mean around the world. So why is it that census figures say that lets says there are 23,000 gay couples in NY state. Gay marriage is legal in Canada yet only like 8,000 have wed.

    How can this be, why are these numbers so small?
    Are gay couples not reporting their relationships to the government?
    Are they less likely to want to form a contractual living agreement?

    I really don't get the small number of people going for marriage or civil unions in states/countries that they are legal. I also don't get the census figures, sure many are closeted but there has to be a bunch who are not, more than 23,000 in NY state. What's going on?
