I have experienced extreme stress and perhaps some kind of physical break down due to various factors, including a long stint with bi-polar disorder, any advice on how to get into a fitness regime where I can buiold a fairly decent body without damaging myself further.

I suggested yoga because it does a range of things. It will work on muscular weakness and muscular strength, it´s capable of being physically gentle or strong depending on what you need on a particular day, and if you have just had some sort of breakdown then it will give you space to start recuperating. I don´t know what sort of options you ahve where you live, but Iyengar is a fairly solid and uniform style.
