Surface piercings aren't worth the hassle. They tend to grow out easily and leave scar tissue. When people would come into the shop I worked at and ask for a surface piercing, and I felt they were unprepared for a piercing of that "level," I would explain to them the concept of how a cheese cutter works.
Piercings in lobes, septums, frenums, et cetera don't have the direct pressure of the planar form of the body pushing against them like a surface piercing does (exempli gratia the nape of the neck). Also, surface piercings initially have to be done with jewelry long enough to extend from one side of the piercing to the other to allow for proper cleaning (with a ring you can rotate the jewelry while it is soaped up... with a bar it has to pass through), and you have to be prepared to coddle that piercing (id est you don't want to snag that long jewelry).
Unless you really
want a surface piercing, I would strongly recommend against it until you familiarize yourself with how wounds heal and research piercing. Caveat emptor.
