That's bizarre - this site uses flash I think so it's not running the same software as Skype and MSN. But both Skype and MSN have decent diagnostic tools but if the problem is with both of them, I suspect it's your software for the webcam that Skype/MSN are using in order to access the webcam.

Then check the diagnostic tools - I prefer MSN's - it's under tools, then audio/video setup. Sometimes it's trying to pull an input from another source so it's not configured properly. This can happen when you install new software.
I recently got a new laptop and reinstalled windows so my webcam didn't start working until today after I updated and installed the dell drivers. But it's also happened often to me that the sound would screw up because I sometimes use a headset for skype and it would attempt to use the laptop mic versus the headset mic
Addendum - run virus checkers first to make sure your computer is er clean - at least your hard drive is anyway. Use whatever virus checker you have then try this one to see if there's malware: http://www.malwarebytes.org/
