I'm surprised it doesn't happen more often. Everywhere the Orcas go in Puget Sound or the San Juans, there is a flotilla of fake "whale researchers" tourist boats, and small boats following along behind them. The "researchers" have signs all over the place with an 800-number to call, if you sight a pod. If you call it, within minutes, a high-speed hydrofoil full of tourists zooms over the horizon. Those animals have got to be royally pissed off. Smashing a few little boats might be a good way to let off steam.
Now they're starting to leave the area and the "whale researchers" blame the Navy, the farmers, and every industry in the state. I think it's pretty damned obvious who is really chasing the whales away.
