To submit pictures by email open the album where the pictures are located, tap edit on the top right corner, tap the pictures you want(max 4 per email) tap share and tap on mail. The pictures won't send right away, they will be uploaded first then sent. While the pictures are uploading your email contanining the pictures will be held in the outbox folder. The outbox only shows when an email is being sent, if it does not show it means nothing is being sent. Anyways, you can always open mail and check this folder to make sure the email is being uploaded. If the iPhone is not set to mute you will hear a swoosh sound when the pictures finally uploaded and the email was sent. If the pictures never sent check if the email is still in the outbox, if so give it more time, you wifi or cellular data connection may be slow and the upload is taking long(it will time out if it takes too long though). If the email refuses to leave the outbox and your connection is perfectly fine(download speed test to check of if your downloads and uploads are decent. More than 1mbps for uploads is good enough, more than 10mbps for downloads is good enough) then check your email settings. Make sure you can send emails at all, with or without pictures. If you're able to send emails without pictures but not with pictures and your connection is stable, reinstall iOS6, recover from backup if possible. If that doesn't change anything, proceed with a clean install and get your data back from iCloud. If that doesn't work, you're iPhone is fucked! Return to the Apple store and demand a replacement.
To have access to your photostreams on iPad and Apple TVs you just click on the photostream album. On Macs you just open iPhoto and click on the photostream album. On windows you download and install the iCloud client for Windows 7 and it will give you access to your photostream album and other stuff as well.
