if you are black and almost everyone else you live with is black...dont live there, it attracts racist cops
if you want to do illegal things in a high crime area...dont especially if you are black. it may not be fair that others get more leniency, but at least play by the rules yourself, you are not responsible for what others get away with. I believe if you google it, even JESUS has a parable about this (something about paying people to work all day, and then some less, and some just an hour, and all get paid the same and he calls it fair because they agree and he is feeling generous).
almost all criminals shop at tiny food/snack stores. there is absolutely nothing you need there, if you want to avoid arrest, never go there.
yes is sucks to have to avoid things because of other idiots, but if a whole community would get supportive of a few things, the problem might just get solved faster.
As a last gasp...move to where all the enforcement officials look like you...or get on the bandwagon for that to happen locally, go or pay others to go to school to be in enforcement and be the best candidates.

you obviously don't understand the concept of institutional racism and the history of racism in this country such as the demonization of black males which goes back to slavery. Maybe you should learn that first as your post demonstrates that you don't know about that.

it appears that you failed to note what it actually said, to change yourself to be the "exception" ot the targets of "institutional racism" and the encouragement to "become the institution", you demonize all you want but if you are the EASY target you have only yourself to blame if you, know about a problem, and do nothing yourself to keep yourself at the low probability end of being a victim in the "herd".
"I only a little weed" but the white guy "had a lot of weed" still means you had weed, and you are the easy one in the herd.
try googling an image of a black guy in a suit getting arrested, it is very difficult. now try googling a guy with no shirt, or baggy pants sagging, or oversized sport shirt with huge running shoes...boom every image. Try not to be the easy victim and you can make others the victim and be pretty much a white guy.
for instance compare the arrests of black ins "south side..X", dont live in a town where anyone says there is a "south side", constant police harassment in your mostly black town, try buttfuck idaho where you would be the ONLY black guy. nothing keeping you where you live. not a lot of gang driveby's in february in rural minneapolis.
